C. Express Company. The facts of the matter are not disclosed, they never are in matters between governmental departments nnd firms or individuals seeking government contracts. I)tit it is not difficult to reason out the philosophy of the present situation. The heads of the It. C. Express Company are not asleep. They are well aware that the day of Btttge-coach transportation In Ihe Cariboo Is about over. They are further avaro ynit a competing company must be under a very heavy Initial expense in stock, equipages and feed, before It could handle the mail business on the length of the old Cariboo road. During the past few weeks the public In the Cariboo witnessed an anotnalouB situation, The B, C. Ex-presB Company had announced that It did not want the mail contract, and held out for a very largo liguro. A-t the same time the company went ahead making all Its preparations for carrying the mails this winter. Undoubtedly the H. C. In thla instance, however, the government has evidently called a bluff, and the firm has been found that Is willing to jump in and carry the mails through territory hitherto regarded by tho B.
