give us any say in the planning and you dont give us the money to do the job properly That roughly lias been the argument Canadas municipalities have had with the federal and provincial governments for years The three levels of govern government ¬ ment are meeting in Toronto today and tomorrow their first mutual forum ever to see if they can do something about the problem They hope to end it all by It creating a machine which will allow them to talk about mounting urban problems on a continuing basis And they should have a lot to chew over between now and Tuesday night because the municipalities at least have come armed with a heavy analysis and a healthy list of suggestions The municipalities have crystallized five areas in which they say more co coordination ¬ ordination is needed if an increasingly urbanized Canada is to develop smoothly They maintain 944 per cent of all Canadians will live in centres of 1000 or more people by the year 2001 Here arc the problems as identified by t lie position papers of the Canadian Fede Federation ¬ ration of Mayors and Municipalities Transportation Deci Decisions ¬ sions are made federally and provincially without regard for municipal governments and without the benefit of municipal comment Con Consequently ¬ sequently results fre frequently ¬ quently do not meet with expectations Housing Good housing and a desireable living envi environment ¬ ronment is the primary busi business ¬ ness of local government Local government should be heavily involved in the deelopment and implemen tation of housing policy The have not been Environmental manage management ¬ ment Federal and provincial programs have been seg segmented ¬ mented divergent and incon inconsistent ¬ sistent Although local gov governments ¬ ernments have played a major role in pollution abatement they have rarely been consulted on p rog ra m d e v e 1 o p m e n t Beyond that they seem to end up footing the bill for a large number of programs devised by other levels of gov government ¬ ernment Leisure and recreation Federal programs are spread over 130 laws and 22 agencies Between six and 10 provin cial departments are involved too While the municipalities have many leisure facilities they are rarely involved in the development of policies and programs Public assistance Canada has spent 20 billion in this area in the last decade Although the municipalities have little say in planning programs in this area they must cope with the consider considerable ¬ able problems which result from our present public assistance system The cost of coping with these problems although mostly hidden is considerable
