Security and Co operation in Europe Because of her particular interest in ethnic groups she has been pushing hard for a loosening up within the Soviet Bloc of attitudes towards the movement of people back and forth across national bound boundaries ¬ aries In particular she has emphasized the need for the countries of Europe to do something more than they have in the past about the fact that many families on the con continent ¬ tinent today are cut off from relatives elsewhere by bound boundaries ¬ aries and the various restric restrictive ¬ tive policies that go with them BC Rail And this as it happens is one of the most sensitive areas of discussion at the CSCE talks Canada signalled its inten intention ¬ tion to take some initiative in what has become known as the family reunification area of the conference as far back as last July when the CSCE talks were in their preliminary stages in Helsinki Once the talks moved to Geneva Canada raised the question again reminding the conference of its particular interest by noting that there probably was not one of the 35 nations participating in the talks that did not have families with relatives in Canada And since then it has put for forward ¬ ward a detailed proposal The proposal states that all of the countries attending the conference should agree that those who wish to move back and forth across frontiers to visit or live with their close relatives should be allowed to do so with a minimum of diffi difficulty ¬ culty and in an atmosphere of acceptance of tolerance It suggests that countries should not impute political or economic motives to those wishing to move thus indirectly suggesting that no threat of possible penalty or punishment should hang over the head of those who might wish to move It states Airlines say their firms have lost over 200000 in contracts so far this year as mining firms continue to curtail exploration projects Wieb said the cutbacks are a reaction to the govern governments ¬ ments new mining bill which the industry feels removes financial incentive to look for new mineral sources He said many mining firms were endangered by the cut have relocated their explora- back in
