on non Autoplan claims than the Insur Insurance ¬ ance Corporation of BC ICBC is wil willing ¬ ling to pay in spite of their claims ICBCs labor rates are too low The charge is made by the regional head of ICBC Lome McCuish of Prince George And an area resident claims some shops were willing to work for less than the ICBC rates provided the cus customer ¬ tomer paid cash and did not make an ICBC claim The charges call into question claims by the northern Interior autobody re repairmen ¬ pairmen that the ICBC labor rate of 14 an hour is too low and that an additional 150 an hour must be paid by the cus customer ¬ tomer as a surcharge in order to cover costs McCuish revealed acopy of an invoice made out by Norgate Auto Body Ltd for repairs to a car owned by a Manitoba resident insured under Autopak the government car insurance plan in that province The invoice was dated March 22 after the March 1 openirrg date of Autoplan and after area auto body shops had an announced ¬ nounced the 150 an hour surcharge It showed a total of 43 hours for labor and 3660 for shop supply The labor BCR WORK-TO-RULE rate charged was 1450 an hour This plus the shop supply charge totalled 65950 McCuish pointed out that under the ICBC formula 14 an hour plus 25 per cent for painting time and 10 percent for shop materials ICBC would have paid Norgate 69160 for the claim They billed Autopak 3210 less than ICBC would have paid for that claim and yet theyve been saying that they need a 150 an hour surcharge to stay in business1 said McCuish Questioned about the matter Norgate president Alex Berg who has also been the spokesman for the northern interior autobody shop owners in their dispute with ICBC said it was a question ot previous commitment The estimate on this Manitoba job was done on March 5 three days before the shop owners agreed to start charg charging ¬ ing the extra 150 an hour1 he said We didnt start adding the surcharge until March 8 and we agreed then that we would honor any previous estimates at the rate shown on them Thegoing labor rate when the esti estimate ¬ mate was done was 1450 an hour he claimed A check of the Citizens files however shows that the meeting at which the shop owners agreed to start adding the surcharge was held on Tuesday March 5 the same day on which the estimate was made A news item announcing the surcharge appeared in the March 6 edition However according to ICBC records every Prince George auto body repair shop with the exception of two J and L Auto body and Rudys Auto Body had already been demanding the 150 an hour surcharge when Autoplan went into effect March 1 A memorandum noting this situation and the two exceptions is on file at the ICBC office McCuish noted that his of office ¬ fice had received up to 300 claims the first week Autoplan was in effect and said that we were getting dozens of complaints from customers that the shops wanted an extra 150 an hour to do the repair work ICBC adjusters were advised to tell claimants the names of the two shops which were accepting the 14 an hour rate Within a week after the official an announcement ¬ nouncement of the surcharge however J and L and Rudys decided to join those shops demanding the surcharge Transportation Minister Robert Strachan president of ICBC said how however ¬ ever that information he had received showed not all Prince George Mckenzie Norris said the con contract ¬ tract signed by the two sides in November 1973 provided the locomotive engineers with the best wage agreement of any line haul railway in Canada Meetings this year were OVER ALL PROBLEM designed to produce a revised and reprinted collective ag agreement ¬ reement he continued but in mid March the engineers commenced a work slowdown on the railway said to be in support of its complaints re regarding ¬ garding working conditions together with differences aris arising ¬ ing from the interpretation and administration of the collec collective ¬ tive agreement Car cost plan hinted was difficult for ICBC to prove that some people were not being surcharged since ICBC forms do not make any pro provision ¬ vision for recording it The only method he said was to contact customers and ask them personally if they had paid it or not He said a minor survey had been con conducted ¬ ducted on the question but that the re results ¬ sults were inconclusive Another source however said that a check of six claims conducted Tuesday revealed that none of the car owners had paid the surcharge Another car owner wrote to the Citizen complaining that some shops were ap apparently ¬ parently willing to work for less than the ICBC rate if the owner would pay cash He said he took his damaged car to four auto body shops and asked for esti estimates ¬ mates without telling the shop owners that he had made an ICBC claim He compared the four estimates to the ICBC assessment and found two lower one higher and one the same He then went back to the shops with the lower estimates he said and admit admitted ¬ ted that he had made an ICBC claim and that its estimate was higher than that made by the body shop I was informed that if I was prepared to pay cash the body shop would stick by its estimate otherwise I would still have to pay the 150 an hour sur surcharge ¬ charge he said Commenting on this spokesman Alex Berg said it was impossible for this man to have had an ICBC estimate to compare the shop estimates with since ICBC forms dont show a dollar figure for the work until its completed Berg admitted however that the ICBC forms do show the number of hours estimated to repair the car and that the customer can compute an ap approximate ¬ proximate dollar value from these fig figures ¬ ures He then said the writer had misrep misrepresented ¬ resented himself to the shop owners involved He had no right to ask them for an estimate without telling them that hed made an ICBC claim he said The writer went on to suggest that since it was apparently possible to shop around for the best bargain among the body shops that ICBC should give a cash settlement to claimants with the stipulation that the car must be re returned ¬ turned to an ICBC office for inspection to show that the work had been carried out Inspection would be necessary to prevent car owners simply pocketing the money and not having the repairs made McCuish agreed wholeheartedly with the writers stand Hes right on with the idea of a cash settlement he said and as a matter of fact ICBC is considering this as an Business booming Business continues to flourish in number recorded in March 1973 61 the total for the first quarter 2035 is above that of the corresponding period for 4 PCE alternative to the present system He explained that the current system was designed to provide a convenience to the customer by eliminating the need to get varying estimates on repairs but that since in practice it did not appear to be doing this ICBC might have to aban abandon ¬ don the idea If ICBC is forced to begin offering cash settlements he added it will mean and added inconvenience to claimants McCuish backed ICBCs continuing position that the body shops save money be dealing through the government cor corporation ¬ poration The ICBC form with the claim number on it becomes the shops in invoice ¬ voice when the job is completed he said This he indicated saves the shop much bookkeeping and eliminates the carrying of long term accounts If any shop cant save money that way they should fire their bookkeeper he said Northern interior body shops have presented a brief to ICBC outlining their claim that an additional 150 an hour is necessary due to higher business costs in the north ICBC would not com comment ¬ ment officially yet on the contents
