Helvi Sipila of Finland, assistant UN secretary-general for social development and humanitarian affairs, told 350 delegates ; to the ICW triennial meeting that as long as men and women do not share responsibility for caring for . children, women will be absent from decision-making bodies. There is nothing forcing women to remain in the homes and men to make all important decisions, she said. Both sexes just accept the roles their society thrusts on them. , Mrs. Sipila asked what would happen if. men or women went on strike against their roles. But men won't go on strike, she said,: "because what they are doing contains all the priorities and privileges." Mrs.' Sipila said Secretary-General Kurt Waldheim would not thank her. for advocating such a strike by. women but she told the delegates she wanted to discuss it as an example of power politics. The lCW membership includes national organizations from 69 countries, about 45 of which are represented at the conference which started Monday and continues to July 2. ' . . Mrs. Sipila, secretary-general of the 1975 International Women's Year and the associated conference, spM voluntary, non-governmental organizations like ICW are excellent agencies to fight for implementation of resolutions passed by the 30th session of the United Nations.
