Cutler barely topped two other Western Football Conference kickers this season. Cyril McFall of Calgary Stampeders had 163 points and Lui Passaglia of British Columbia Lions had 159. Bemie Ruoff of Winnipeg Blue Bombers was fourth with 144. The Eastern Conference leader was rookie John Hay of Ottawa Rough Riders, fifth over-all with 136 points. Cutler extended his CFL career record to 1,328 points and 300 field goals and set another record by kicking his 137th consecutive convert without a miss, surpassing tlie previous mark of 132 set by Gerry Organ of Ottawa. Rookie Calgary running back Jim Sykes led the league in touchdowns with 15, 13 of them on running plays. Tony Gabriel’s 11 touchdown pass receptions for Ottawa were a not lier league high. These the class of NFL NEW YORK (AP) - Roger Staubach of Dallas was the passing leader, Earl Campbell of Houston won the rushing title and Rickey Young of Minnesota took the pass receiving title in final 1978 statistics announced by the National Football League. Rutka, who missed much of the Gaels’ season because of a knee injury but returned to lead them to the Canadian Interuniversity Athletic Union championship, re-injured the knee while undergoing a training program. He will be replaced in the lineup by Thunderbirds’ Dan Smith. UBC’s Mackay, selected to the CIAU all-star lineup, suffered a knee injury in the Western Bowl against Wilfrid Laurier and was forced out of the College Bowl final, a losing effort against Queen’s. Campbell, the 1977 Heisman Trophy winner from the University of Texas, had 1,450 yards rushing, 55 more than runner-up Waiter Payton of Chicago, last year’s NFL rushing champ when he gained 1.852. Campbell was one of 11 players who ran for more than 1.000 yards, two more than last season, when there were 14 games instead of 16. Young, obtained by the Vikings from San Diego before the start of the season, caught 88 passes. 14 more than Tony Gal-breath of New Orleans. Frank Clair might stay OTTAWA (CP) — It appears that Frank Clair will remain with Ottawa Rough Riders— but not as general manager. The 61-year-old dean of Canadian Football League managers quit last Thursday after 22 years with the Eastern Conference club—14 as coach and eight as general manager. With his contract running out Dec. 31, Clair had been offered a place on a four-member club management board with president Allan Waters of Toronto, executive vice-president Terry Kielty and vice-president John (Jake) Dunlap, since named general manager to replace Clair. Clair’s resignation, in the belief that the job he was being offered—with a significant salary increase—was in fact a demotion, drew outraged reaction from fans here and around the league. Few could understand how the club could not renew the contract of a man who had led his team to a playoff position in all but one of the 22 years he was with Ottawa. It was explained at a Friday news conference following Clair’s resignation, that he was being offered a vice-presidency with responsibility for recruiting. Dunlap, a successful Ottawa corporate lawyer and former player with Toronto Argonauts, asked Ottawa Citizen sports editor Eddie McCabe to speak to Clair that Thursday night to correct what Dunlap felt was a breakdown of communications. Clair listened to McCabe, a close friend throughout Clair’s tenure here, and agreed F'ri-day to meet again with the club executive. That tentative link has grown into full-fledged negotiations with Clair saying in an interview Wednesday night: “I’m very optimistic. The talks are going well.” So it now appears he will get the two-year contract lie was seeking, perhaps even in time for Christmas. Saskatchewan 'Riders boosting ticket prices REGINA (CP) - A new publicity director, higher ticket prices and a free-agent camp were all announced today by Saskatchewan Roughriders of the Canadian Football League. Roughriders’ general manager Henry Dorsch said the free-agent camp will be held at Los Angeles Harbor Junior College Feb. 10-11. The camp will test basic football skills such as speed and throwing ability for players not under contract to any football team. Dorsch said ticket prices will increase an average of about 65 cents in the 1979 season. Sean Quinlan, executive director of the Regina Chamber of Commerce, will take over responsibilities for marketing, publicity and public relations sometime in February.
