Yet despite these high prices, as well as interest rates of 13 and 14 per cent, there is surprising evidence that few Canadians have given serious thought to the implications of buying a house. In spite of the life-long repercussions of this most important financial decision, most of us are ill-prepared. But this may be changing. A recent report published by Statistics Canada by a University of Guelph researcher explores the decision to own a home. As startling as it may seem, income has an insignificant effect on home ownership in rural areas according to the report. This is explained by the low price of land and the availability of lower quality dwellings. However, in urban areas, income has a substantial effect on home ownership. In fact, an increase in income of $5,000 on top of the average of $14,111 in Toronto and $11,789 in Montreal (1970 dollars) increases the probability of owning by about seven or eight percentage points in both cities. The impact is substantially greater for households with heads under 45 years of age. This unique analysis of the decision-making process leading to the purchase of a house is done primarily by dividing the decision into three parts. The first is whether or not to occupy a separate dwelling. Second, should you occupy your “own” dwelling and third, what size of dwelling is required Each question is dealt with in detail and appropriate conclusions are drawn. For example, the age of the decision-maker and number of children are factors that influence the choice. The study finds the existence of pre-school children shows up as a powerful factor in triggering the decision to purchase a house. This is mainly among younger (under 45) rather than older households. The report draws attention to the powerful effect of education on housing expenditure. In general, more educated people are more likely to own a home. However, in Toronto, its effect is distinctly negative: a fouryear increase in years of education reduces the ownership probability by about six percentage points. This is explained by the high house prices relative to rents in the early 1970s in Toronto. Under these circumstances, householders with a high demand for housing but willing to devote to it only a limited amount of their cash flow, would be pushed into renting rather than owning. Thus, a university educated person, not willing to settle for a starter home, might rent a luxury townhouse at the same time that a tradesman of the same income might buy. Residential construction brings jobs and salaries to construction tradesmen, and sales and profits to lumber, brick, appliance and furniture producers. Based on information from municipalities, the report gives the number of building permits issued and their value for each province, city, region and municipality. For example, permits were issued for 217,536 dwellings in 1978 and about half of these, 107,874, were for single dwellings. This was down from 253,639 total units the previous year. From this report you can determine the number of permits issued to construct cottages (2,517 in 1978), apartments (72,086), and row housing (17,263). The report provides a breakdown as well for industrial, commercial and institutional construction. In effect, a count is made of the number of persons, families or households having certain characteristics, for specific geographic areas within Canada and summary data are published. However, instead of summary data, many users require unaggregated records of the individual respondents to the census questionnaire. Anyone who can manipulate computer tapes can obtain a file with actual single records edited to prevent identification of any person) for their own research.
