It's possible WINNIPEG (CP) - Film producer William Marshall says that with the right approach, Canada could become Hollywood North. But the Toronto producer says that won't happen unless the government eases some restraints on film-making in Canada. "In the Canadian film industry, there are 25 people who work for government agencies for every one producer.” said Marshall. “Every time I turn around. I’ve got 25 people telling me what to do. And not one of them knows a single thing about making a successful movie.” Marshall, who produced the film. Outrageous, a North American hit, was in Winnipeg to drum up investment backing for his new est feature. Mid-night Matinee._ Marshall is particularly annoyed by restraints that government agencies impose on Canadian movies, forcing producers to use Canadian actors or scripts that have Canadian locations. This sort of nationalistic outlook is misplaced in the film business, said Marshall, an expublicist who has also produced documentaries and industrial films. “In effect, what they're saying is that the only people who could have made Dr. Zhivago were the Russians.
