provincial Th' Citizen Thursday, February 10, 1983 — 7 Blackman sent to mental institution the weather PORT COQUITLAM, B.C. (CP) - Bruce Blackman, charged with first-degree murder last month after six members of his family were slain, will be held indefinitely at a mental institution in this Vancouver suburb until it is decided he is fit to stand trial. Blackman, 22, showed few signs of emotion as he was judged to be “unfit to stand trial at this time by reason of insanity” at the packed hearing Wednesday in provincial court. He made his surprise appearance after being initially remanded for a 30-day psy- chiatric assessment Jan. 19. He was due back in court next Wednesday but was brought back after doctors finished their assessment early. He will be held at the Forensic Psychiatric Institution “until the pleasure of the „ Lieutenant-Governor is known,” said Crown prosecutor Pedro De Couto. “We don’t know how long his treatment will last tliere or if he will be brought back to court,” added De Couto. “I suspect he will be brought back to court to face the charges in the future.” He said this means the court will wait until doctors decide Blackman is fit to stand trial. Once that is done, Blackman would be returned to the court by a cabinet order-in-council. Provincial court Judge Kim Husband renewed a ban on publication of evidence which he imposed when Blackman first appeared before him. Three psychiatrists were called to give evidence, two by De Couto and one by defence lawyer Richard Levenson. Levenson said his client “will be under constant observation in regards to his fitness while he is at the institution and at the time they feel he is fit to stand trial, they would notify the legal authorities.” The six victims, who were apparently called together at Blackman’s parents’ home to discuss a domestic problem, were shot and beaten in the pre-dawn hours of Jan. 18. Killed were Richard Blackman, 50, his wife Irene, 49, son Rick, 16, daughters Roberta Lynn Davies, 28, and Karen Dale Rhodes, 25, and son-in-law John Davies, 39. An eyewitness said after the slayings that one of the victims pleaded for help as he was chased around the fror.t lawn. Supreme Court judge upheld on Wednesday a suspension and fine imposed on a plastic surgeon whose greed for money “threatened the integrity of the Medical Services Plan.” Justice Gordon Rae said in a written judgment that the plastic surgeon, Dr. Theodore J. Robinson, “wanted more money and so charged the patient as well.” He dismissed Dr. Robinson’s appeal against an order of the College of Physicians and Surgeons that he be placed on a temporary register for three months, pay a fine of $5,000 and $14,000 in costs. The Supreme Court judge ruled that 10 counts against Dr. Robinson, relating to overcharging patients for breast reconstruction and non-disclosure of benefits under the plan, were proven “His patently undue acquisitiveness where money was concerned led him into practices which threatened the integrity of the Medical Services Plan,” Justice Rae said. He ruled that Dr. Robinson will refrain from the practice of medicine for three months, starting midnight March 31; he will pay to the college $1,144.50 to be distributed to four patients; pay the fine of $5,000 in quarterly instalments of $1,250 each and the $14,000 costs of the inquiry in four quarterly instalments of $3,500 each. White hires laywer VANCOUVER (CP) — A man who was at one time charged in the death of three-year-old David Tremblay, the Cortes Island child who was the subject of a controversial inquest that ended last week, has retained a Vancouver lawyer to assist him in acquiring permission to live in Canada legally. David White, who admitted during the inquest that he is a U.S. citizen who has adopted another man’s identity, has hired lawyer Ray Chouinard to act for him with the federal Immigration Department, Chouinard said Tuesday. White, 23, told the inquest jury that his real name is Daren Pedroza and that he came to B.C. with his mother 10 years ago but never acquired landed immigrant status. He said that he took over another man’s identity. “A few years ago there was a fellow named David White who was going to be a monk in India, and before he left he gave Pedroza his identification and he told him to go to it," Chouinard said Tuesday. The real David White is also 23 and has “completely given up his Western identity,” the lawyer said. White does not have a telephone in his Cortes Island home and could not be reached for comment.
