Ru-ckelshaus, picked by President Ronald Reagan to save the discredited U.S. Environmental Protection Agency, has a proven track record in Washington. But the 50-year-old U.S. lumber company executive, respected for his independence and integrity in a variety of delicate government assignments a decade or more ago, faces his toughest task yet. Somehow, Ruckelshaus must restore the EPA’s shattered integrity and eroded sense of purpose, a mission he himself made more difficult by his recent defence of President Reagan’s shoddy record on environmental issues. Even environmentalists who admire his Richard Nixon-era performance as the EPA’s first administrator suspect Ruckelshaus will be hard-pressed to run the “open and responsive" EPA President Reagan now says he wants. “The chemical industry is happy with the Ruckelshaus appointment,” remarked one Washington journalist who often writes about industrial pollution. “That alone causes me to wonder. But he’s better than nothing, and that’s what we’ve got now.” Jay Hair, a National Wildlife Association official, summed up the earlier Ruckelshaus term as America’s environmental czar as “a superb job.’’ But he too expressed misgivings. “The administrator needs more than the promise of a free hand. He needs to be free from the radical, anti-conservation ideology in the government, and our fear is that Mr. Ruckelshaus is. merely a refreshing sprout in a clear-cut forest,” Hair said. On four occasions during the disastrous Nixon presidency, Ruckelshaus demonstrated his independence and integrity in delicate government posts. In fact, Ruckelshaus, a moderate Republican who once considered himself the best bass fisherman in North America, is best remembered as a demi-hero of the Watergate scandal. He won his spurs in the infamous “Saturday Night Massacre” of Oct. 20, 1973. That night, U.S. attorney general Eliot L. Richardson and Ruckelshaus, his deputy, both let the White House know they wouldn’t fire special Watergate prosecutor Archbald Cox. “I simply could not do it,” the bespectacled Ruckelshaus later told a reporter when asked about the act of defiance that cost Richardson and him their jobs, along with Cox. In a biting letter of resignation to the president, Ruckelshaus said his conscience wouldn’t permit him to “carry out your instruction to discharge Archibald Cox. My disagreement with that action at this time is too fundamental to permit me to act otherwise.” Actually, when Nixon had appointed him to the number two Justice Department post earlier that year, Ruckelshaus cracked: “It’s the first permanent job I’ve had in a while . . . I’m hoping against hope to hold on to it until Christmas.” That jocular remark actually reflected the growing disillusionment Ruckelshaus felt with the Nixon administration. In 1972, he’d commented: “I think the tragedy of it is that we live in a society in which the institutions . . . are badly mistreated by many of the people. I’m not saying there isn’t some justification ... for this mistrust, because we have had a history over the last decade of a lot of things happening which seem to have to a certain extent fuelled this attitude.” Actually, when Ruckelshaus lost a 1968 bid for the U.S. Senate in his home state of Indiana, he was appointed to run the Justice Department’s civil division, where he experienced this disenchantment in the trenches. As the official in charge of negotiating with student demonstrators who’a visited Washington to condemn the U.S. invasion of Cambodia in 1970, he was credited with helping to avert a violent clash on Capitol Hill. He performed several other similar works of mediation before the turbulent 1960s era finally ended. When Ruckelshaus was named director of the brand new EPA in 1970, he asked for — and received — a “hands-off” promise from the Nixon White House, declaring: “1 would resign rather than contravene the law or abjure my oath of office.” In 1973, his reputation intact, Ruckelshaus was appointed acting director of the FBI, when L.
