The agency said an electrician was shot to death by extremists Thursday night in the Sikh holy city of Amritsar, where Sikh leaders met to resolve a deep rift over their campaign for religious and political concessions in the state. A police spokesman said at least two people died and a number were wounded Thursday when men on the roof of a Sikh shrine in the western Punjab town of Moga fired at members of the paramilitary Border Security Force. Shots were exchanged for more than two hours, he added. The agency said a cloth merchant was also killed by gunmen in a village in Punjab’s Far-idkot District. Sikh extremists on Thursday dynamited stretches of railway track linking Firozpur, a town on the border with Pakistan, with Fazilka and Bhatinda. They also damaged a bridge on the Firozpur-Jalandhar line. No casualties were reported. The agency said six Sikh high priests held an urgent, late-night meeting with militant Sikh preacher Jarnail Singh Bhindranwale. He is being investigated by the government on 11 charges, including incitement to violence. The priests are trying to forge an agreement between Bhindranwale and Harchand Singh Longowal, president of the main Sikh party, the Akali Dal, the agency added. The agency said earlier that a plan adopted by Longowal to defuse tension within the Sikhs’ holiest shrine, the Golden Temple, was rejected by Bhindranwale. Tory proposal costly by PETER COWAN Southam News OTTAWA - It could cost Brian Mulroney’s Tories several million dollars to purge senior bureaucrats they consider too cozy to the Liberals or not on their ideological wavelength, if they win the next election. Government insiders estimate extending the golden handshake to 20 or 30 senior bureaucrats, with annual salaries in the $80,000 to $100,000 range, would cost at least $3 million in severance benefits. For example, in 1979 when former Tory Prime Minister Joe Clark fired Michael Pit-field from his post as clerk of the Privy Council, the price of parting was $107,800. The Tories are reluctant to talk about the public service. But they are studying strategies to take swift control of the public service apparatus with some changes at the top. One takeover model is Saskatchewan Premier Grant Devine’s Tory government which took power in 1982 and removed many senior public servants and Crown corporation executives deemed too close to the previous NDP government. In Ottawa, deputy ministers and heads of some agencies are appointed “at pleasure” by the Governor General in Council, an elegant way of saying the federal cabinet. They do not enjoy the protection of the Public Service Commission and, in theory, can be fired anytime by the cabinet. In fact, practice and jurisprudence mean that mandarins — sacked for reasons other than demonstrable cause — can, like private sector executives, sue for wrongful dismissal if they are unhappy with severance arrangements. Sources within the Privy Council Office, the policy command post of the government, say guidelines are well-esta- blished for golden handshakes. For example, there are three grades of deputy ministers; salaries range from $79,120 to $110,400 a year. The basic severance package is two weeks pay for the first year of service and a week’s pay for every year after, to a maximum of 28 weeks pay, or more than six months’ wages. Treasury Board, the ministers responsible for controlling government spending, can enlarge the benefit package up to two years pay, although no settlement yet has been that high. Privy Council sources say that if a person being removed is near retirement, or would have difficulty finding a similar position elsewhere, Treasury Board can authorize special deals affecting such benefits as pensions. Golden handshakes usually are negotiated by lawyers for both sides. “No one wants to go to court,” says one bureaucrat. “That’s embarrassing for both sides. It’s much better to negotiate just like in the private sector.” Governments will not admit openly that they have an obligation to those appointed “at pleasure.” But court rulings in similar cases and a genuine desire to be fair make a golden handshake obligatory. Bill Neilson, a law professor at the University of Victoria who has looked into golden handshakes, says the tradition of being appointed at the sovereign s pleasure began with the British military and spread as the British civil service evolved. “The British courts still interpret it in a pretty strict fashion,” Says Neilson. In Canada, however, unless the cabinet appointee is in a highly political short- term job, judges “look at the total employment relationship.” A career public servant, elevatea to a post by the cabinet, such as deputy minister, will get a serious hearing in a wrongful dismissal action, says Neilson. He says in one case, which went to the Supreme Court of Canada, the late Chief Justice Bora Laskin said strict interpretation of at-pleasure appointments was “an anachronism.” Most governments want to be fair in such circumstances, says Neilson, and unreasonable actions are rare. A Saskatchewan official, who handled many of Devine’s firings, agrees. Generally, public-sec tor golden handshakes are a bit less generous than those in the private sector, but are catching up. And if Mulroney’s Tories want to make some changes, there will be a price tag. Gov't watches closely OTTAWA (CP) — The government is cracking down on widespread misclassification of civil service jobs in an attempt to save the estimated $125 million the practice drains annually from federal coffers. Treasury Board President Herb Gray announced Thursday that all job changes resulting in higher pay must be accounted for in future from existing salary budgets. Money normally budgeted to pay for such changes is being withdrawn except in the case of “new programs” established by the government, Gray told a news conference. He also announced that he has ordered a major audit of 4,000 representative public service jobs to find additional ways to cut down on misclassification. A smaller audit of 501 positions last year uncovered 119 public servants with improper job decriptions. 82 per cent of them paid too much and 22 per cent too little for the duties they were performing. Applied across the 215,000 public service positions under Treasury Board jurisdiction, the cost would add up to $125 million or 2.4 per cent of the annual government payroll, the study estimated. Gray said Thursday the study was too small to conclude that misclassification is equally widespread in all areas of government. But the results are worriesome enough that “stringent new measures must be put in place,” he conceded. Departments “will not be able to make classification changes that add to the total cost of operations unless the changes are specifically approved by Treasury Board ministers.” Gray noted that the misclassifica-tions uncovered by the 1983 study occurred while federal wage and price controls were in effect but said there was no evidence of deliberate attempts to get around the program. All but six of the positions have been corrected by either giving the individuals involved extra duties, transfering them to new and more demanding positions or reducing their salaries, he added.
