  LONDON (Reuter) — The English League soccer championship tussle between the cities of Liverpool and Manchester United took another twist Thursday as the two First Division leaders suffered defeats.
  League-leading Manchester United lost 3-1 to defending league champ Everton, but Manchester City maintained the balance of power by beating second-place Liverpool 1-0.
   With West Ham, in third place on goal difference, going down 1-0 at Tottenham — its first defeat in 19
Rugby Cup pool set for Canada
  WELLINGTON, New Zealand (CP) — Canada’s national rugby union team has been placed in a pool with Wales, Ireland, and Tonga at the draw for the 1987 World Rugby Cup.
   Canada is one of 16 countries competing at the world championship, slated to start on May 22, 1987 in New Zealand and Australia. The competitors have been placed in four pools, with the top two teams from each section advancing into the second round.
   Canada has been drawn to play in Pool 2. Australia, Japan, the United States, and England comprise Pool 1; Argentina, Italy, New Zealand, and Fiji form Pool 3; and France, Romania, Scotland,, and Zimbabwe make up Pool 3.
   Canada is slated to play Tonga on May 24, Ireland on May 30 and Wales on June 3.
   The final is to be played June 20.
Ueberroth sees no agent freeze
  NEW YORK (AP) - Despite a freeze in signings of this year’s free-agent crop, baseball commissioner Peter Ueberroth sees no conspiracy by club owners.
   “I think salaries will go up in baseball,” Ueberroth said in Thursday editions of USA Today. “They may not grow by the same percentages.”
  The commissioner also was quoted as saying baseball still is working on a new voting scheme to select all-star game starters.

   On paper, Chelsea now is the biggest threat to United. Its home game against Queen’s Park Rang-. ers was postponed due to torrential rain and it now is five points off the pace with a game in hand.
