Senior citizens in Prince George won’t get a cost break this year when purchasing dog licenses. City council upheld a recommendation by bylaw enforcement officer John Hacock there be no changes to the animal control licence fee at this time. A notice of motion was put forward at the Oct. 6 meeting to reduce fees for seniors to $10 from $20 because studies show pets .often relieve stress among seniors as well as provide companionship. Hacock said the province’s Municipal Act as well as federal legislation does not provide for discrimination by reason of age. Council approved third reading of a bylaw to rezone a nine-acre plot located at the southwest corner of Domano Boulevard and Highway 16 from institutional to recreational land. Residents claim the Roman Catholic Episcopal Corporation of Prince Rupert, which owns the land, wants to give the site to the city as a recreation site in exchange for a six-acre area located along Domano Boulevard between College Heights Pub and the shopping centre. The land is currently zoned for recreation development. Residents claim the intention of the RCEC is to rezone the six-acre lot as commercial land to expand the College Heights shopping centre. The contingent at council said they don’t want any more commercial development along Domano Boulevard in that area, nor do they prefer a recreation area bordered by two main roads like Domano and Highway 16 west. A spokesman for the residents told council residential lots were originally sold at premium prices around the six-acre site on the premise it would be developed as a recreation area. Residents who addressed council said they believed both areas would be dealt with at the same time and came to protest the swap, but now felt forced to accept Monday’s rezoning “if we want to see recreation development within the next 10 years.” “There is objection to the highway site as a recreation area, but if the matter goes to arbitration, it may be held up for six months to 10 years,” suggested one resident. Residents were assured by council there would be ample opportunity to express their views during public hearings on the existing recreational site. That matter is not scheduled to come before council until next year. Refund bid turned down Prince George city council has denied a request for a refund of cost fees totalling $31,322 for a development proposed in 1979 which was never completed. Amie Brown, owner of Excalibur Industries of Canada, requested th* refund be applied against outstanding taxes on the property located along Range Road. According to Mayor Elmer Mer-cier, the site was zoned for a bowling alley, which never got beyond installation of footings, foundation and walls. In a written submission, Brown told council the property is presently being considered by a Vancouver company for a shopping centre in 1987. Aid. Art Stauble said to allow the refund would be setting a precedent, however Aid. Richard Godfrey supported giving the refund, saying it was a way to help out someone who had contributed much to the city. The motion was defeated 6-5. Seniors to pay full charge for dogs persons who are experiencing financial hardship. ★ ★ ★ Residents in Prince George may soon be able to pay property taxes, as well as utility bills, at local banks instead of city hall. Council approved recommendations this week from its finance committee which wants to follow the practice of many municipalities in the province. Director of finance Bill Kennedy said the system would be advantageous to customers who won’t have to stand in lines or make a special trip to city hall. Afternoon sessions, from 4 to 6 p.m., will be held Dec. 8 and 15, Jan. 5 and 12 and Feb. 2. Evening sessions, from 7 to IQ p.m., will be held Dec. 11 and 18, Jan. 8, 12, 14 and 15. It’s expected the sessions will be televised by Cable 10. ★ ★ ★ Goat Island, located downstream near the Grand Trunk Pacific Bridge on the Fraser River, has been eroded so much by high water during the years that city council has approved a recommendation to prevent further loss. The heritage advisory committee wants the city’s engineering department to consider having boulder rip-rap placed at the upstream end to prevent further erosion. The island, which was home to a goat farm in the 1920s, is used as a a picnic spot particularly when the river is low enough to drive to it from the west shore of the river. At one time, the island extended under the bridge. ★ ★ ★ About 40 residents of Cranbrook Hill have submitted a petition requesting the city pave the remaining part of Cranbrook Hill Road and install street lights on the north side of the hill. City council has referred the matter to the 1987 budget discussions. ★ ★ ★ Aid. Monica Becott questions a change in the time of the year for the holding of the B.C. Festival of Arts. She noted the event is set this year for Septmeber, but says at the close of last year’s festival in Prince George, everyone involved agreed to keep May as the festival month.
