An official report leaked to the news media accused Pons of considering use of napalm (bombs containing jellied gasoline), defoliant, laser-guided Dombs or helicopter gunships to secure release of 23 French hostages held in a cave on the territory by Melanesian rebels. “How can 1, a member of the government, a medical doctor, be accused of drawing up a military plan of this sort?” Pons asked during a news conference. Pons, who oversaw a commando assault May 5 which freed the hostages unharmed but left 19 rebels and two French soldiers dead, said he was never informed of such a plan. “It would have been madness. A bomb would have killed not only the hostages but also civilians living near the cave,” Pons said. But the former right-wing minister added military commanders planning the operation, dubbed “a dirty colonial massacre” by ethnic separatists on the island chain and by the French left, might have contemplated all sorts of means to take over the cave located in thick jungle on a remote coral island. Pons said his own role in the military planning was limited to an aborted attempt to find a tasteless knock-out drug which could be slipped into food or drink provided to the kidnappers during the two-week crisis. He said the version of the official report which was published by Le Monde newspaper Saturday was distorted and cut. The paper said the report was signed by France’s top anti-terrorist gendarme, Maj. Philippe Legorjus. Legorjus, who was both hostage and mediator in the kidnap crisis, has made no comment. But Pons quoted a note from the officer expressing indignation over the publication, and that Legorjus was upset his report was quoted out of context. Pons called for release of the full contents of the Legorjus report, but new Socialist Defence Minister Jean-Pierre Chevenement ruled out any such move, saying an inquiry is under way and he wants to avoid upsetting the army. In the New Caledonian capital of Noumea, the Kanak Socialist National Liberation Front called off talks with a six-man peace mission from Paris on Tuesday following the killing overnight of a Kanak by a French soldier. Drought extends to forest fires by Canadian Press Agriculture has been the main victim of drought conditions in Alberta and Saskatchewan, but the lack of moisture, which extends into interior British Columbia and parts of Manitoba, has also contributed to one of the worst springs on record for forest fires. The effects of a dry and windy spring have even reached the trading floor of the Winnipeg Commodities Exchange. At the close of Tuesday’s trading on the exchange, barley prices climbed to $104 per tonne for a July contract, up $5 from Friday. Alberta farmers plant an average of 2.5 million hectares of barley, more than half of the Prairies’ total of 10.8 million. Prices for other grains are also soaring and “unless there is some rain, there will be a shortage of supply and the prices will continue to climb,” an exchange spokesman said. He said the government helped Prairie farmers cope with droughts in 1984 and 1985 and will provide assistance this year. Saskatchewan Premier Grant Devine said he will travel to Ottawa Thursday to meet with Wise and discuss assistance for drought-stricken areas. Devine said any benefits will be provided retroactively and ranchers should go ahead with plans to save their livestock. In southern Alberta, ranchers are being forced to corral and feed horses so they don’t over-graze on dried-out pasture. “It’s terrible, there’s no pasture left,” said Al Claiter, who raises horses five kilometres northeast of Calgary. Horses damage dry pasture faster and more critically than most livestock because they have upper teeth, unlike cattle, and sharper hooves. Bev Anderson, owner of Mountain View Quarter Horses in northeast Calgary, said many of Alberta’s horse ranches will close this year if rain doesn’t fall within the next month. Horse ranching is the fifth largest livestock industry in Alberta. The Alberta Wheat Pool, in its weekly crop report Tuesday, said only 58 per cent of the province’s barley crop had been seeded as of May 20, up from 33 per cent last week but well below the 82 per cent at this time last year. “Crop conditions in Alberta continue to deteriorate in the hot, dry and windy environment,” the report said. Not all parts of Alberta are as dry. Pool analyst Dave McIntyre said the Peace River and Grande Prairie regions report good soil conditions after recent rains. In Saskatchewan, an Agriculture Department spokesman said if rain falls in the next 10 days, farmers in the province are expected to plant a record number of hectares of canola. High prices on the Winnipeg Commodities Exchange make canola an attractive option for cash-starved farmers. “We’re entering a four-month period when the market is very weather-sensitive,” said Dale Adolphe, market development coordinator for the Canola Council of Canada. “If it rains, then the price will go down. If it’s hot and dry, the price will stay up.” On the forest-fire front Tuesday, firefighters were still trying to control a fire which destroyed four farm homes on Monday near Athabasca, 110 kilometres north of Edmonton. In Saskatchewan, where the for-est-fire hazard is critical, Parks Minister Colin Maxwell imposed a ban on open fires in an area covering about three-quarters of the province. Anyone ignoring the ban, which covers all land south of the Churchill River in northern Saskatchewan, could be fined up to $2,000. Thirty-one forest fires were burning in the province Tuesday, bringing the total this year to 242 compared with 189 blazes at the same time last year and a five-year average of 114.
