  The Ministry of Forests invites submissions to its Equipment Rental Submission List for the 1990-91 fiscal year. Only those units listed will be used by the Forest Regions and Districts when hiring construction and maintenance equipment on an hourly basis. The following types of equipment may be required: skidders; dump trucks; crawler tractors; scrapers; front-end loaders; graders; excavators and backhoes; shovels and cranes; pile driving equipment; rock drilling equipment; compaction equipment; miscellaneous heavy duty construction equipment.
  Rentals will normally be on an all-found hourly rate basis except dump trucks and miscellaneous equipment, where different rate systems are in effect. Rental rates will be requested if and when the equipment is required.

  Atlantic fishery quotas to be cut
           by ROBERT LEE Ottawa Citizen ST. JOHN’S, Nfld. — The Newfoundland cod fishery must be cut by at least one-third over recently announced quotas if the endangered fish stocks are to recover, says the head of a blue-chip federal review panel on the fishery.
     Leslie Harris, president of Memorial University of Newfoundland, will report to Fisheries Minister Tom Siddon in about two weeks on the state of the northern cod stock.
     Thousands of people are already scheduled to lose their jobs as a result of quota reductions based on Harris’s last report.
     But he has since become even more pessimistic. Unless drastic measures are taken to replenish cod stocks, Harris said, the fishery faces “commercial extinction.”
     The Newfoundland fisheries are already in a crisis following a sharp reduction in federal scientists’ estimates of the cod stocks.
     Based on those estimates, the cod quota for 1988 was set at
  266.000 tonnes. But last year, scientists revised their figures and said the quota would have to be cut in half.
     Siddon asked Harris to head an independent panel to review the scientists’ work. To prevent widespread economic collapse, Harris recommended last May that the fisheries could support a temporary quota of 190,000 tonnes.
     Ten days ago, Siddon announced a quota of 197,000 tonnes. The slight increase came from a vain attempt to keep some fish plants open.
     Since then, the cod crisis has thrown federal and provincial politics into turmoil and threatened the existence of several coastal communities.
     But “even 190,000 tonnes is too high,” Harris said in an interview Tuesday. “At the time we suggested it, we assumed it certainly would not bring about a precipitous collapse in the cod stock.”
     “That’s still true,” he added. “But it’s a level that cannot be maintained. We have to get down to between 120,000 and 125,000 tonnes as an acceptable level.”
     If the government accepts deep reductions now, and adopts conservation-minded fishing strategies in the future, Harris said the fishery could grow to sustain an annual catch of 350,000 tonnes.
     Meanwhile, every year of delay in accepting the cuts means more severe restrictions in the future.
     Harris offered, as conjecture, that this year’s concessions may require the 1991 quota to be as low as
  90.000 tonnes to allow the fish to replenish.
     “That’s the catch-22 involved” in cushioning the blow, he said.
     “The longer you put it off, the more painful it becomes.”
     Meanwhile, the emotions raised by the fishery crisis were highlighted Tuesday night as the Newfoundland opposition leader told and enthusiastic crowd of inshore fisherman that Canada should commit piracy on the high seas to protect the cod slocks.
     Conservative Leader Tom Rideout said Canada should follow Iceland’s lead in sabotaging the foreign fishing fleet.
     “Newfoundland fisherman, supported by the federal and provincial governments, should take steps to curtail this illegal fishery,” he said. “We could, like Iceland deploy vessels ... to cut warps (lines), as Iceland did in its cod war. Mining the sea bed is another option.
     “We must not allow Spain and Portugal to have the nose of the Grand Banks to pillage and rape,” he added.
     Those two countries intend to fish about 50,000 tonnes this year outside of Canada’s 200-mile limit, while the European community plans another 36,000-tonne catch. Both, however, could go much higher.
