(AP) — A bill that would allow sex offenders to swap castration for shorter prison sentences will be rejected by the state legislature because it needs more study, house leaders said Monday after the measure narrowly cleared the state senate. The Republican senate approved the measure 25-23 after long and bitter debate. Backers contended castration is a sure way to stop many sex offenders. One foe asked: “What’s going to be next? Will we pluck out somebody’s tongue for blasphemy?” House leaders “just don’t know if we’re ready to experiment on the public yet,” Speaker Joe King, a Democrat, said in dismissing the legislation as premature. The measure would allow a 75 percent reduction in time spent behind bars if the offender chose to be castrated. Sponsors said studies, conducted largely in Europe, have shown castration to cut repeat crime by 75 percent or more. “Mutilation is too good for these people,” said Senator Brad Owen. “No one mentions cruel and unusual punishment of the citizens,” agreed Sen.
