The claims may even affect some of East Berlin’s most important public buildings. They are another reminder of the difficulty of uniting the two Germanys despite recent political progress. According to the Hamburg-based newsmagazine Spiegel, the East German Foreign Ministry is built on land claimed by a West Berlin lawyer, and the ground below East Berlin’s huge TV reception tower is claimed by a Swiss insurance company. At least 500,000 West Germans have claims on buildings or land in East Germany that was confiscated with little or no compensation by Communist authorities, West German officials say. Many of those making claims escaped to the West during the postwar Soviet occupation or after Communist East Germany was founded. Others are the children of refugees or West Germans who have inherited property from relatives in the East. Now, after years of silence, some of those owners are trying to get their possessions back. The issue rests on complicated legal ground and could lead to lawsuits, authorities on both sides of the border say. “A whole morass of property problems is coming down on us that we’ll somehow have to solve,” said Jutta Probst, a spokesman for the Gesamtdeutsches Insti-tut in West Berlin. The institute is a branch of the Bonn government that monitors East Germany. Held down by the government to immediate post-war levels, rents are inexpensive even by East German standards. An East German employee rarely spends even 10 per cent of his monthly income on rent. The West German government has paid the equivalent of $3.8 billion Cdn in compensation to people and companies who have lost property in East Germany, a spokesman of the Federal Compensation Office in Bad Homburg said. Those payments, however, have not covered all claims. Any people who later recover property have to pay back compensation, the office said.
