Director of Public Works City of Prince George Long, hard journey brings Chinese to Canadian home MONTREAL (CP) — Forty-seven Chinese are seeking refuge in Canada after travelling halfway around the world — with a few detours. The group, which arrived by chartered jet, includes 10 women. All the Chinese are under 30 years of age — some as young as 12 and 13. “Some of these people have participated in the democracy movement in China and are afraid of the consequences their participation will bring,” said Cynthia Lam, director of the Chinese Family Service of Greater Montreal which is helping the refugees find food and shelter. “The others who came here simply didn’t feel they had much future in China.” Pierre St-Germain, supervisor of the Immigration Canada office at Mirabel Airport just north of Montreal, said Wednesday night that the Chinese started their complicated voyage using “mostly false Hong Kong passports.” St-Germain speculated they are from Guangdong province in south China and somehow managed to sneak into Hong Kong where they picked up the counterfeit documents. He said some flew to England, and some to Panama, then they all gathered in the Dominican Republic in the Caribbean and chartered the jet to Montreal. Immigration Canada said Carnival Airlines, a Florida-based charter company, flew the Chinese to Canada and the firm has been told to post a $20,000 bond to cover their expenses as refugee claimants. St-Germain couldn’t explain how the Chinese got the money to make such an extensive and expensive trip. 1 “That’s what we’re trying to figure out,” he said in an interview. “It costs a lot of money for anybody to fly from Hong Kong to the Dominican Republic, then charter a jet to Canada. How someone from Communist China can do that is a good guess.” Kenneth Cheung, a Montreal businessmen who has been acting as translator for the new arrivals, said the refugees paid $10,000 to $12,000 to an underground immigration broker in Hong Kong before setting out on their circuitous trip. Some of the Chinese claimed they had borrowed that money, but they wouldn’t say from whom. “There are two sisters aged 12 and 13 in the group,” said Cheung. “Their parents will spend the rest of their lives paying back that money. It represents 10 years’ wages for a well-paid doctor in China.” St-Germain said all 47 people gave themselves up to immigration authorities as soon as they landed at Mirabel on Sunday. They were sent to a downtown Montreal hotel where their claims for refugees status were given an initial processing. They were released Tuesday. St-Germain said the Chinese will be called before an immigration hearing “sometime within the next two weeks” to have their claims examined. Ottawa pleads case against Nazi officer TORONTO (CP) — Federal officials will go to West Germany to press Canada’s case against a former SS general accused of ordering the execution of unarmed Canadian prisoners of war in 1944. Robert Peck, a spokesman for the Department of External Affairs in Ottawa, said Canadian representatives will meet West German officials in Bonn to offer assistance and to ensure they’re aware of all evidence against Wilhelm Mohnke, 79. The move follows the March 27 broadcast of a documentary on the CBC program Fifth Estate, which said West Germany has made little effort to find any evidence against Mohnke. Mohnke, who was freed from a Russian prison in 1955 under a general amnesty, is now a retired businessman living on a $40,000-a-year war pension. The CBC interviewed Heinz Schmidt, a former SS officer who in 1945 signed an affidavit describing the shooting of three soldiers. A German prosecutor had told the network he could find no evidence against Mohnke and was about to close the file on the former general. The documentary said although Canada unsuccessfully attempted to bring Mohnke to trial in 1945 for the murder of more than 100 Canadian soldiers, little has been done since then. The documentary was screened last week for a group of British parliamentarians in London where controversy has been bubbling since 1988 when accusations were raised that Mohnke was involved QUEBEC NUN in the execution of 85 British prisoners. But West German officials seem to be content to let Mohnke live out the rest of his life in peace, said Ian Sayer, author of a book about Mohnke entitled Hitler’s Last General. “The whole point is we don’t have the jurisdiction but we presented him (the prosecutor) with enough evidence six months ago which would have put Mohnke in the dock of a normal court,” Sayer said in a telephone interview from London. “I think they now realize that it is getting to be such a serious situation that they will have to take some action.” Mohnke, who was in charge of the bunker where Adolf Hitler committed suicide in 1945, was accused by the Canadian military of ordering the execution of 134 Canadian soldiers in four separate incidents after the 1944 Normandy invasion. The most crucial evidence involves the execution of three Canadians, John Ionel and Alan Owens of Saskatchewan and George Brenner of Simcoe, Ont. Their deaths were described in detail in 1945 by another Waffen SS officer, Withold Stangenberg, who took Canadian investigators to the water-filled bomb crater where the bodies were found. Stangenberg died in 1982. The SS, which stands for Schutzstaffel, included the Gestapo secret police, Hitler’s personal bodyguard and elite military units called the Waffen SS. Sainthood closer MONTREAL (CP) — Marguerite d’Youville, the Montreal woman who founded the Sisters of Charity religious order known as the Grey Nuns in the early 1700s, will almost certainly be named the first Canadian-bom saint very soon, PLANNING TO BURN? FIRST... YOU NEED A PERMIT During fire season, April 15 - October 15, if you intend to do ANY burning you need a permit from the Forest Service*. It’s free and can be picked up at any Forest District Office in the Prince George Region. The idea behind the permit is to ensure that all burning is conducted safely. • Any person intending to burn outside of municipal boundaries should contact the local Forest District Office well in advance of anticipated light-up. • Applications for industrial fires, including land clearing, may be inspected by a Forest Officer to determine conditions for safe burning. • Areas for domestic fires such as spring clean up of yard debris may not require an inspection by a Forest Officer prior to issuance of a Burning Permit. However, permit conditions will restrict fire size and burning area. •Burning Permits are subject to refusal or cancellation should forecasted weather conditions or proposed burn area be considered unsafe. Within the Burning Permit Exempt Area, Burning Permits are required only to burn on Crown Land. • No par ml it required for a campfire. ©Fort Nelson EXEMPT AREA Fort St Joly f ^\j■) Dawson Chetwyn
