Business The Prince George Citizen - Thursday, July 12,1990 - 21 Interest rates, GST hit mall construction by MARILYN RONALD OTTAWA (CP) — High interest rates and uncertainty about the impact of the new federal goods and services tax on retailers is delaying construction of new shopping centres, says the president of Cadillac Fairview Corp. The 14.75 per cent prime rate has overtaken high land costs as the main economic factor slowing down construction, said Jim Bullock, head of Cadillac Fairview, one of the country’s largest developers. “Any retailer looking to expand, if a portion of it is being done with borrowed capital, is under stress with those kinds of interest rates,” he said. High rates and the seven per cent tax, to be introduced Jan. 1, have forced Cadillac Fairview to delay construction of a shopping centre it planned to build in Cambridge, Ont., earlier this year. “The difficult market we face because retailers aren’t prepared to take on additional financial responsibilities at this time means we’ll sit on the land for another year and see what happens.” Shopping centre developers are being far more cautious in their planning than they were a year ago, Bullock said. That’s partly because developers approaching potential retail tenants for occupancy late next year are being told, “look, we’d just as soon see what the GST does to our business before we make any more commitments.” Total retail sales, excluding motor vehicle dealers, rose only a modest 0.3 per cent in April, Statistics Canada reported recently. May sales at department stores, the “anchors” of shopping centres, came in at $1.1 billion — down 1.4 per cent from the same month last year, Statistics Canada said thi? week. The retail sector as a whole has seen no growth since the beginning of the year, the federal agency reported. The rents retailers will pay as shopping centre tenants “have at best levelled off and in some cas- es declined over the past 12 to 18 months,” Bullock said. Until that time, rents had been growing at about five to eight per cent a year. Wally Ciastko, a spokesman for Trilea Centres Ltd., agreed there has been a slowing demand for retail space and retailers won’t pay the rents of a year ago. Trilea used to base project approvals partly on assumptions of rents it assumed tenants would pay and most of the time it got those amounts. But in the current economic climate, the company asks potential tenants what they would be prepared to pay before the project comes off the drawing board, Ciastko said. Top-line shopping centres such as the Eaton Centre in downtown Toronto haven’t reduced their rents, Bullock said. But “a middle-market mall that may have had a small vacancy rale two years ago is probably struggling with higher vacancies and lower rents at this point.” Mutual funds Fake diamonds GE’s Research and Development Centre announced in New York this week a new method of producing gem-quality diamonds for industrial applications. Asbestos investors shrug off setback MONTREAL (CP) — The minority shareholders of an asbestos mine, who claim they lost $100 million when Quebec nationalized the company, are not disheartened by a Supreme Court of Canada setback in their legal battle. Lawyer Carmand Normand said this week the minority shareholders have several avenues left, though the Supreme Court blocked one last week when it refused a request for a class-action suit by a Quebecer against provincially owned Asbestos Corp. Ltd. “It’s a little sad for that case, it’s cut off one route for a minority shareholder,” said Normand, who represents a group of Asbestos minority shareholders. But he says it may make it easier for the group to pursue two other routes it is currently working on. This week the group will deposit its documents for an appeal in Quebec Court of a 1988 decision by the Quebec Securities Commission. TV agreement struck TORONTO (CP) — Two Canadian firms will soon be helping to bring western TV to hotels in the Soviet Union. Testing is being done for the introduction of European sports, music and news channels to tourist hotels in Moscow, Susan Cornell, a vice-president of Canadian Satellite Communications (Cancom), said this week. Cancom is a one-third partner in the venture, called SovCan Star Satellite Communications. It also includes General Discovery Ltd., which previously combined with Glavcosmos, a Soviet government agency, to create SovCan Star Ltd. The service will be expanded lat- er to hotels in Leningrad, Kiev and Georgia, giving it a potential to reach of 20,000 rooms, she said. Other TV channels might eventually be added, including four channels that Cancom is licensed to broadcast — Vancouver’s BCTV, C1TV from Edmonton, CHCH in Hamilton and Montreal’s CFTM. Cancom, which specializes in providing TV signals to remote and isolated communities, will provide equipment to receive signals from communications satellites and distribute them to individual sets. Western programs, however, will not be available to Soviet residents in the foreseeable future, Cornell said. Distribution beyond the hotels is a possibility but hasn’t been discussed. Normand said that decision means “that the Quebec government is above the law.” Quebec paid General Dynamics S88 a share. General Dynamics resisted the hostile takeover, and between the initial offer and the time the payment was made the share value had dwindled to $2 a share. Health fears over the mineral dried up world markets. Normand said those share today would be worth $135, at 10 per cent annual interest. A second route being followed by the minority shareholders is through the Ontario Securities Commission, since Asbestos shares arc also traded on the Toronto Stock Exchange.
