West reasoned that, since North was the no-trump opener, the king of hearts was more likely to be in dummy than with declarer, so that defender made the deceptive opening lead of the queen of hearts! With the ten in hand, declarer made the normal play of ducking in dummy, then playing low again when West continued with the four. East was surprised that his jack won the trick, but not enough to fail to play a third round of the suit. West’s ace completed the defensive book, and the 13th heart was now led. Declarer discarded a club from the table, East ruffed with the ten and declarer overruffed with the king. Declarer was one of those thoughtful types. South came to the conclusion that the only reason West had defended so peculiarly was in the hope of promoting a trump honor. So declarer cashed the ace of trumps and then finessed the board’s eight. Thus East scored a trick with each major-suit jack, and declarer’s 11 tricks had shrunk to nine. We’ll let you in on a secret. Political report blasts agencies WASHINGTON (AP) — U.S. agencies acted in a “grossly negligent” and "unacceptable” manner by failing to investigate terrorism as a possible cause of a 1985 plane crash in Gander, Nfld., that killed 248 American soldiers, a congressional report said today. The aftermath of the Arrow Air DC-8 crash was marked by “a near-total absence” of U.S. participation in the Canadian investigation of the tragedy, said the study by the staff of the House of Representatives Judiciary subcommittee on crime. “We found no evidence that there was an investigation of possible terrorism” by cither the United Stales or Canada, added the report, which formed the basis for a subcommittee hearing today. “Incredibly, no U.S. government agency, or at least none wilh official responsibility, demonstrated any determination to find out just what caused the crash,” subcommittee chairman William Hughes (D-N.J.) said at the hearing. “The National Transportation Safety Board, and other agencies of the U.S. government, chose to sit back and watch as the Canadian efforts became embroiled in controversy,” Hughes said. “The NTSB routinely rubber-stamped the Canadian findings, without comment,” Hughes added. The Canadian Aviation -Safety Board found by a 5-4 vote that icing of the wings was the most probable cause, but a subsequent Canadian review found that ice had not been the cause. The U.S. National Transportation Safety Board nonetheless supported the original finding blaming it on ice.
