The project is part of an international effort to help Russia dispose of its massive nuclear stockpile. The idea is that Russian plutonium could be mixed with regular Candu fuel to produce so-called mixed-oxide fuel, which would then be brought back to Canada for use in its reactors. Experts from Atomic Energy of Canada and Ontario Hydro recently left for Russia to begin preliminary research into the idea, Geoff McCaffrey, a spokesman for Atomic Energy of Canada, said in an interview Wednesday. There has been great concern about Russian plutonium getting into the hands of terrorists or rogue states. Plutonium can be handled relatively easily and is not hard to smuggle. "Russia as well has concerns about the security of their supplies," said McCaffrey. In the background of those tapes, there was another transfixing sound: the pounding music of rapper Ice-T. That's a beat Washington heavyweights like Republican Majority Leader Bob Dole have denounced for debasing American values — the most recent cause celebre in the U.S. capital. Dole, a favorite to take the Republican nomination in next year's presidential race, singled out Ice-T and other gangsta-rappers in a recent attack on the music and film industry. "A line has been crossed -not just of taste, but of human dignity and decency," Dole said. "It is crossed every time sexual violence is given a catchy tune. When teen suicide is set to an appealing beat. When Hollywood's dream factories turn out nightmares of depravity." Knowing Ice-T was a Bernardo favorite would only have added to Dole's ammunition. Some of the rapper's lyrics are eerily reminiscent of the details in the death of teenager Leslie Mahaffy, whose dismembered body was encased in concrete and thrown in a lake. Dole doesn't draw a direct connection between acting violently and listening and watching the kind of movies and music he condemns. "Movies and music do not make children into murderers," he said. "But a numbing exposure to graphic violence and immorality does steal away innocence, smothering our instinct for outrage." The Metro Action Committee 011 Public Violence Against Women applauded Dole's speech. "What I think all of the pop-ular-culture stuff -- that is violent, that is anti-women, that is racist — does is it sets up a climate where this kind of behavior and this kind of reporting and this kind of information becomes very routine and accepted," says Susan McCrae Vander Voet, Metrac's executive director. McCrae Vander Voet bases much of her beliefs on research by Toronto educator Sandra Campbell. "1 think it's as important as air pollution — in the sense that some people and some children get asthma from air pollution and some people are all right," says Campbell. Campbell studied the effects of violent movies and TV shows 011 75 nine- to 11-year-olds for 18 months. "The links were as clear as lung cancer and smoking around aggressive behavior and gender-aggressive behavior," she said from Toronto.
