Citizen Staff Reporter Its not often youll find the NDP and the Conservatives agreeing with one another but the two parties do approach a rapport over the housing issue This was revealed in interviews with three of the four candidates recently on the question of federal housing policies Prince George Peace River Conser Conservative ¬ vative candidate Frank Oberle outlined his partys views on the housing prob problem ¬ lem this way We basically want to put a ceiling on interest at eight per cent for mort mortgages ¬ gages on a persons first and principal residence There are two ways of doing that First is to allow people to deduct any anything ¬ thing in excess of eight per cent from their income tax Another way is by allowing private lenders to put money into housing and to allow them to earn their interest on that investment on a tax free basis This he said would be similar to the US policy which limits mortgage rates to 95 per cent and encourages private lenders to invest in home construction by permitting them a 75 per cent return tax free Ive little sympathy with the Liber Liberals ¬ als housing policies because after all Trudeau was defeated in the House on the basis of his budget Its just not responsible for the Prime Minister to run around the coun country ¬ try announcing new housing policies during the election Had he announced those policies during the budget debate he might still be in power In addition to lower interest rates on mortgages says Oberle the Tories would remove the 11 per cent federal sales tax on building materials and introduce a more energetic approach to land assembly to bring down the cost of land 4A lot of people are talking about lumber as being a major portion of the cost of housing Its not In fact it is less than five per cent of the total and in comparison to labor and other costs is really not a contributing factor but in inflation ¬ flation says Oberle Compare this with Bob Steventons explanation of the NDPs housing pol policy ¬ icy What were talking about in the NDP is working towards a six per cent ceiling on mortgages This could be accom accomplished ¬ plished over a limited period of time We wish to say to the financial institutions and banks that they should set aside a certain portion of their investment capital for housing and to loan that money out at a lower rate basically to subsidize mortgages Its a priority item and not the same thing as consumer loans he says The NDP candidate finds it par particularly ¬ ticularly galling that consumer loans are much more readily available than mortgages I can get a loan to go on holidays but I cant get any to build a house he says More federal assistance for land assembly programs is also a top priority with the NDP says Steventon Prince George has a pretty good program going here and there is a lot of Crown land available But it is espe especially ¬ cially critical in places like Fort St John and Dawson Creek where most of the land around the town is privately owned and there is very little Crown land avail available ¬ able for sale or lease at a low price Again like the Conservatives the NDP would like to see the 11 per cent federal sales tax removed but in a slightly different manner according to Steventon Wed like to see it done on a tax credit basis where the tax wouid be removed from housing materials for individuals but not for commercial construction For instance if MacMillan Bloedel wants to build another high rise office building in downtown Vancouver they should have to pay the 11 per cent tax If you simply take the tax off every everything ¬ thing most of it will just be absorbed somewhere along the chain of distribu distribution ¬ tion he says Although he agrees with Oberle that lumber prices do not account for the major portion of housing costs Steven Steventon ¬ ton says the NDP would nevertheless institute a two price system for lumber It would cut down the cost of building materials substantially he claims Eight foot two-by-four studs in Prince George are being sold fob Prince George for roughly 165 per thousand board feet right now This compares with a production cost of between 80 and 90 a thousand When we talk about bringing in a two price system were talking about mak making ¬ ing the domestic price closer to the actual cost of production which in this case would lower the cost of studs by almost half Steventon also notes that export con controls ¬ trols would be an integral part of a two price system in order to prevent a black market developing in which international buyers would simply out outbid ¬ bid Canadians for their own lumber The Liberal housing platform as explained by Allan Bate would move towards making moderate to lower priced housing more readily available Its not only the interest rate thats a difficult problem for many people but the amount of money you can get towards the total cost of the house If you can get 95 per cent of that by way of mortgage that makes it easier for you to build the house says Bate Bate terms the Prime Ministers announcement of a 500 grant towards new home construction within certain price ranges as a measure to alleviate the need of young people who nowadays find it very difficult to get into decent housing He rejects the idea that is is merely an election gimmick On land banking Bate says the federal government has already made moves to foster this type of scheme and says it is the only thing to do to reduce overall housing prices But the main emphasis of the Liberal housing program he says must be directed towards the middle to lower income wage earners Obviously inflation hurts certain classes of people more than others It doesnt hurt me Bate is a lawyer as much as somebody who is 21 or 22 and who has just got married because Ive has the opportunity to get an equity in a house and that equity has increased with inflationary pressures In a sense Ive profited by inflation if you want to put it that way at least Ive stayed even It isnt so for younger people and its tragic because houses are really important to them Making houses available to them is in my mind not contributing to inflation says Bate The Liberal candidate admits that in one sense at least making housing more readily available to younger people is contributing to inflation by adding to consumer spending but says the alterna alternatives ¬ tives to that are even more frightening It is really unfortunate that one of the ways of combating inflation is to cut off the supply of money but once you do that it is a very very painful proce procedure ¬ dure Its been done twice by the Liberals to my knowledge and I think the party has suffered for it Nowadays reducing the supply of money doesnt seem to have the same slowing down effect on the economy as it used to have But let me say this if we cut off the supply of money we could have a very serious depression in this country and I think this is some something ¬ thing we have to guard against says Bate From these views it seems that all the three parties agree on the need for more housing and in the case of the NDP and Conservatives there is considerable agreement on how this should be accom accomplished ¬ plished It would appear to be a safe bet how however ¬ ever that no matter which party wins on July 8 the voters have a right to expect a better housing
