R gfe t x& ts GUEST COMMENT Hinterland syndrome by Daughters of Lilith Now that the dignitaries have had their day at C.N.C., it is high time that we, the students, take inventory of what has been provided for us so gracefully. In general, this institution caters more and more to the business interests of this community in fact, business seems to become synonymous with community. It is to be a year when legislators and citizens of all countries are to pay attention to childrens' special needs of protection and to facilitate their well being, as stated in these principles in the declaration of the rights of the child. control the Province of B.C. become ever tighter. Efficiency and profit are the overriding values. The avenues provided for student participation seem rather farcical in view of the hierarchy of control and values. No wonder that student participation at C.N.C. outside the classroom is low and student apathy seems high. We are at the bottom of the heap and our needs in terms of developing our potential as thinking, active humans are of low priority. If we are aware of it or not, our low priority status as students often is at the bottom of the problems we encounter at this institution, particularly if we are women. Even before entering college, women encounter problems in addition to those encountered by men. Society tells us in so many ways that our destiny is motherhood and being a wife. We are rarely able to secure well-paying jobs which allow us to finance extended training; or our provider-father, husband, welfare agency might be in opposition to our plans. If we have children, we are subject to feelings of guilt since we are told that our place is with them and at home. Quality day-care is hard to come by, and often we lack the necessary finances. We encounter transportation problems. Principle 6: The child, for the full and harmonious development of his personality, needs love and understanding. Principle8: The child in all circumstances be among the first to receive protection and relief. Principle 9 : The child shall be protected against all forms of neglect, cruelty and exploitation. In the spirit of the Year of the Child the community should work together to end child abuse. Though it is not a new problem it still shocks us. It is difficult to believe that children may be harmed by their own parents or guardians. Child abuse or neglect can occur in any family regardless of education, income, ethnic or racial background. So we still have to cart children of different ages to opposite ends of the town that is, if we have a vehicle to cart them in. If the children are sick, we are usually the ones to stay home to take care of them. And what programs are offered to us a C.N.C.9 It definitely caters to the traditional female work ghettos such as nursing, dental assistance, clerical and secretarial jobs, early childhood and elementary school education. This would not be so bad if our chances to enter into other areas were better. But we still encounter discrimination in trying to secure apprenticeships. Technical and arts and science programs are usually on a transfer basis to an institution hundreds of miles away from the north. This is a very expensive propostion which most women cannot afford, aside from the fact that it helps to perpetuate the hinterland syndrome of the north. Since C.N.C. still does not offer womens' studies courses, we have to sit in classes where we are indoctrinated with a male-centered point of view of the world that relegates women to the point of invisibility in any area of human endeavour. By no means does this short review poor rearing experiences and have not received sufficient mothering or nurturing themselves. They are usually frightened, isolated people who don't want to abuse their children and who experience intense guilt about their powerlessness to control their behavior. Often it is one child who is the target for abuse or neglect because he is seen as "different" or "difficult." Abuse or neglect can be precipitated by adding a crisis or series of crisis to the family with potential and a child who is seen as a problem. One of the biggest problems with child abuse is peoples' misconceptions about the law regarding it. Since 1974, B.C. law requires reporting suspected child abuse cases manditory for all persons. A person can make a report by telephoning the Ministry of Human Resources (563- KALEIDOSCOPE March 1, 1979 3 touch on all problem areas encountered by women. Nor are all women encountering the same problems. All we can do here is to encourage you to think about your own situation and that of women around you, and encourage you to discuss matters of concern with others. Perhaps we can come up with solutions, find ways 'to affect change. Certainly nothing will be done for us if we don't do it ourselves. Ther esis-tance by the establishment against change and innovation is mostly so great that it overtaxes the energies of individuals. So we have to work together. But we ourselves often resist change, because we see it as a threat to the corner we have secured for ourselves. So we become defensive because it was not easy to get there in the first place, particularly if we are women. But this def ensiveness also makes us blind to possibilities that make it easier for us to demand and secure our rights as human beings, as students at C.N.C. To help break the cycle of neglect and abuse, families involved must first be identified. Prevention is the only way to break out of the tragic cycle of child abuse. During the Year of the Child all men and women in the community could make a special effort to support the enhancement of child-related services such as supporting the C.N.C. student councils efforts to develop a day-care service.
