It committed itself to CART, contributing expensive administrative and secretarial services, sending students over for useless courses, and loaning money. It engaged in lengthy and costly arbitrations with faculty which it mostly lost, the last big one costing the college over $200,000 and resulting in seniority protection for faculty. It gave half-time, half-salary work to the Mayor, who sits with McCaffray on the highest management body in the college and is apparently responsible for "communications," the very thing which the Audit Team said there was none of . CNC into a degree-granting institution, an offer that included a seven-million dollar building plan and the guarantee that programs leading to at least five degrees would have started up last September. If there is one thing that has characterized CNC since the mid-seventies, it is the generally low quality of leadership provided by its Board members. They have been a disaster, as the Audit report shows. There is opposition to McCaffray on Board, and intense external pressure to act decisively. It is unlikely, however, that anything real will happen. Board members are naive so far as education is concerned; that is why they have so easily been led around by the collective nose. They are still antagonistic to faculty who, they feel, wish to "control" the college. This feeling dates back to the years before McCaffray arrived. Fred Speckeen, now Principal of Alberta's largest college, must roll his eyes when he thinks of some of the yokels on Board who sent him packing. Nothing has changed since; if anything, McCaffray has managed to increase Board paranoia about faculty. The fact that the only successful functions of the college are those controlled by faculty or staff makes Board even more defensive. Consequently, Board's solutions are going to be bandaids. To solve the communications problem, everyone will wear nametags. Dr. Roueche will be brought in at great expense to deliver his bromides to sleepy audiences of faculty and management who have heard him deliver the same speech three or four times already. There may be an attempt to set up a Program Advisory Committee, a kind of mini-senate, that will give all constituencies in the college, including students, a say. But McCaffray fought off the implementation of PAC (with Board support) in 1980 arid won, and he will block any new attempt to establish PAC. One of the ironies of the situation is that faculty and staff will show little interest in helping Board. They said their piece on these matters long ago and were ignored, and they started the process of building Chinese-wall collective agreements around themselves so they could do their jobs efficiently without fear of being fired and without undue influence from management. Their work has paid off, as the Audit report clearly shows. Now it's up to Board, and Board alone, to deal with McCaffray. Frankly, I don't think they can do it.
