Speculation on the part of international observers has suggested that this is also what happened in Ohio and New Mexico in this election. Additionally, somewhere between 175,000 and 250,000 provisional lots were also issued in Ohio. Provisional ballots are issued to vot- whose identity is even slightly at risk of being false. This is called a allenge.' The technique of 'challenging' black voters is an old Ku Klux allowing members of a party, in this case the GOP, to block Iintectic, lers of black descent at the polls. Instead, these would-be voters are 'en provisional ballots which, as in the case of Ohio, may never be unted at all. Democracy in action.
